1. Each session of this Association shall be opened with prayer; governed throughout by recognized rules of parliament by such as Utter, Roberts, Kerfoot, et al; and closed in proper order by moderating officer.
2. Speakers shall rise and address the moderator and wait for recognition. If more than one rises at the same time, the moderator shall decide who has the floor. No member shall speak more than twice on the same subject except by common consent of messengers unless it be to correct when misunderstood. Every member shall be heard who wishes to speak on any debatable subject.
3. All questions of order shall be decided by moderator, subject to appeal; majority vote to prevail and decide issue.
4. The moderator may speak on debatable subjects by calling the assistant or some messenger to the chair, and may vote in case of a tie vote.
5. When addressed by a messenger, the moderator shall recognize the same by naming the person.
6. The appellation of Brother or Sister shall be used by all messengers.
7. After a motion is satisfactorily discussed, the moderator shall put the question to the vote and both he and the clerk shall ascertain the same.
8. These rules of order may be amended by three-fourths majority vote of messengers present.
